Highmark Blue Cross Blue Shield SpecialCare

SpecialCare is a Highmark Blue Cross Blue Shield lower-cost limited benefit plan for families and individuals who earn too much to qualify for Medical Assistance and who do not have access to group health insurance.

To qualify, you must be a resident of the 29 counties of western Pennsylvania served by Highmark Blue Cross Blue Shield, and your annual household income must fall within the SpecialCare Income Guidelines. You may not be enrolled in any private or individual health care program, and if you are 26 years of age or older, you cannot be eligible for Medical Assistance, Medicare or Medicare Disability.

Children and teenagers younger than 19 can be screened for eligibility for CHIP and Medical Assistance. Any child or teenager who appears to meet CHIP or Medical Assistance guidelines can be referred for a determination of eligibility.
